POSITION OBJECTIVE / OVERVIEW
To ensure the efficient supervision and maintenance of Council’s Fleet (plant & equipment) and Workshop facilities to provide high level support to the broad Engineering Services department and other Council operations, while achieving Council’s Fleet utilisation.
KEY ACCOUNTABILITIES / DUTIES
Fleet & Workshop
-
Manage Council’s fleet maintenance, workshop facilities and associated assets;

Ensure all repairs and maintenance are prioritised, scheduled and carried out in accordance with established priorities with minimal delay;
-
Maintain up to date records, logbooks, manuals and detailed service logs for all plant and equipment and ensure staff are adequately trained in procedures and systems for such;
-
Prepare written reports (monthly and ad hoc) for Council on Fleet and Workshop activities;
-
Implement Council’s administrative procedures, including purchasing and budgeting;
-
Conduct parts interpretation and manage stock control;
-
Coordinate physical recoveries of all Plant and equipment;
-
Assist the Manager of Works with technical information to support the Manager of Works to complete tender applications for new Plant;
-
Coordinate quotes and repairs for Panel Damage;
-
Assist the Manager of Works with Insurance claims;
-
Undertake periodic inspections of Council’s fleet for damage and condition;
-
Monitor and manage fleet warranties, including claims and repairs;
-
Design, develop and implement plant preventative maintenance systems;
-
Carry out technical and operational investigations on plant and equipment after incidents or WHS reports;
-
Ensure that safe and technically sound methods are used by all staff when completing their duties;
-
Operate and maintain equipment, plant, and machinery in accordance with Council requirements and to manufacturer’s instructions;
-
Ensure all plant is properly cleaned after use;
-
Ensure all plant defects are recorded promptly and on weekly plant reports; and
-
Participate in the development and continual improvement of Fleet & Workshop standards and ensure compliance across all council assets and facilities.
Airport Refuelling Facility
-
Undertake the following activities in relation to Council’s Airport Refuelling facility:
-
Regular facility inspections and notification of defects in a timely manner;
-
Regular fuel testing and reporting as required by CASA regulations;
-
Coordinate Fuel ordering and deliveries with the Store; and
-
Coordinate fuel facility annual maintenance and inspections.
Leadership & Teamwork
-
Assign tasks, liaise, and provide direction and work instructions to team members to ensure timely completion of works;
-
Supervise Workshop staff ensuring Council’s Human Resources policies, procedures and practices are appropriately implemented;
- Ensure Daily toolbox talks are completed including discussions regarding work activities and issues, and notifications from other work crews or departments within Council;
-
Develop and monitor training plans for workshop staff;
-
Ensure that apprentices are provided with adequate training and support to ensure successful completion of a formal trade qualification as per training plans;
-
Conduct operator inductions to other staff and/or contractors on plant and equipment;
-
Carry out re-training of staff after incident/ accident or as required;
-
Conduct annual performance reviews for staff within reporting line, in a transparent and timely manner in accordance with Council policy;
-
Carry out discipline processes as required and escalate as necessary following policies and procedures;
-
Engage, supervise and manage contractors on and off site as required;
-
Maintain a safe, secure, and healthy work environment by following guidelines, standards, and procedures;

Prioritise workload whilst motivating and effectively managing staff;
-
Actively participate and on occasion lead team meetings and training opportunities;
-
Work with the Human Resources department to support recruitment processes within the Fleet and Workshop department or others;
-
Regularly communicate with staff on any safety matters as required;
-
Motivate, mentor, and inspire team members through a positive attitude to achieve best practice in their respective work; and
-
Provide ongoing and unbiased feedback that supports positive improvement and allows team members to learn and improve.
Other
WORK ENVIRONMENT and PHYSICAL DEMANDS
The position will require the incumbent to engage in physical activities aligned to the key accountabilities and duties.
The Key Accountabilities may be modified from time to time to ensure that outcomes are coordinated within Council’s Operational and Corporate Plans. Duties of the position are flexible and subject to review.
This position may require attendance for out of hours requests (including participating in a roster system for weekend Airport facility inspections) to meet organisational demands. All such work will be paid as per the Award.

ORGANISATIONAL ACCOUNTABILITIES
In addition to the key duties and responsibilities, the position incumbent is responsible and accountable for adhering to Council’s Employee Code of Conduct, all Council policies and procedures, legislative requirements and supporting Council’s overall Corporate Plan and objectives including our commitment to Workplace Health and Safety.
